UPDATE - Dec 20th, 9:26am:
Public works was able to stop the leak at the valve without digging up the water main. This is a temporary repair, but they believe it is adequate to last the winter. The water will not be shut off today, public works will monitor the valve but will likely leave it until spring to do a proper repair so they don't have to dig up the frozen ground and make a mess.
