Tax Information

You receive your annual Property Assessment Notice at the end of May each year. This bill covers the period from January 1 through December 31 of the current year. If you are not participating in the TIPP program, tax payment is due before June 30. A 8% penalty will be applied to all outstanding taxes on July 1, 2015.

Property assessments in Alberta are governed by the Municipal Government Act. Your notice of Assessment is based on the valuation and physical condition of your property as of December 31 the previous year. All assessed values are completed within these guidelines to ensure fairness and equity using mass appraisal techniques.

The purpose of assessment is not to reflect a single sale price, but to assess all properties at typical market value on the same valuation date so that taxation is fairly and uniformly shared. The Town of Cardston has contracted a qualified accredited assessor who performs this function based on provincial legislation and regulations.

How Market Value is Determined

Market value, as defined in the MGA, 1 (n), means “the amount that a property might be expected to realize if it is sold on the open market by a willing seller to a willing buyer.” Market value assessments are done using mass appraisal techniques, which determines property values by grouping similar properties as of a specific date.

Some of the factors that determine the value of your home include style of house, square footage, lot size, basement finish, walkout, year of construction, overall quality, and location. Unique location influences like mountain and river views naturally lend themselves to an overall higher market value compared to other jurisdictions.

Tax Bill Calculations

Municipalities levy taxes to help pay for services such as police, fire, parks, recreation, and public works. Town Council reviews and approves the amount required to fund these services each year.

From this amount, sources of revenue other than property taxes, such as provincial grants, license fees, and user fees, are subtracted. The balance is the amount to be collected through property taxes. For the current year, approximately $2 million is required from property taxes to support Town services.

To determine the amount of your property tax, the assessed value of your property is multiplied by the combined municipal, school, and Chinook Foundation Mill Rates for the year.

Sign up for the TIPP Program

If you would like an automatic way to pay your property tax, you can sign up for the TIPP program. Participation in the TIPP means that you don’t have to worry about the payment deadline or late payment penalties. Your taxes are spread over the 10 months prior to the deadline, and the amount is withdrawn from your bank account automatically on the 3rd day of each month from August to May. If there was a change in your assessment, a final payment will be withdrawn on June 30 to arrive at the correct amount. The remaining amount to be taken on June 30th will be shown on your tax notice.

Paying Taxes Online

You can pay your taxes online through banks that offer online payment options. The process is simple. Use the six-digit “account number” shown on your assessment notice and pay the amount owing to TOWN OF CARDSTON TAXES or TOWN OF CARDSTON UTILITIES. Please make payment for only one property at a time. Please contact your banking institution for aid or information.

Water

The Town of Cardston obtains its raw water from two surface water sources, Lee Creek and St. Mary’s River. We also obtain water from the Leavitt Irrigation District which is primarily used for irrigation purposes. There are two raw water storage reservoirs adjacent to the water treatment plant with a combined storage capacity of 293,000m3; this is approximately three months worth of raw water storage.

The water treatment facility was built in 1987 with further upgrades in 2003. Continual upgrades are made to maintain an excellent quality of drinking water for the Town. There is sufficient treatment and storage capacity to service many more residents in Cardston. The Town of Cardston and Cardston County are entering into water conveyance agreements to expand the delivery of potable water to residents in the County.

Cemetery

The Cardston Cemetery is located less than a kilometre west of Cardston along Highway 5. The cemetery includes a babyland, a field of honour for military or veterans, and an area for public single casket burials for members of all faiths. If you have any questions about policies or rules governing the cemetery, please call the Town Office and we will help you through any questions or concern you may have.

Headstone and Monument Regulations

If you wish to place a headstone or marker in the Cardston Cemetery, you first need to obtain a marker permit. You can call the Town Office to obtain a permit. The placement of headstones and monuments in the Cardston Cemetery must follow these rules and regulations:

  1. No headstone, monument or marker may be placed in the cemetery without the location being first marked by the Cemetery Caretaker and the appropriate fee ($25, no GST) being paid.
  2. All headstones, monuments and markers must set on or in a foundation which is level with the lawn and extends a minimum of four inches on each side from the headstone or any permanent vase.  The foundation must be a minimum of three and one half inches thick
  3. Maximum dimensions for a foundation are 48 inches by 28 inches for a single grave and 96 inches by 28 inches for a double grave.  Maximum height for any monument is 30 inches.
  4. Headstones must be placed within the plot or plots containing the graves they mark. Headstones are to be centred at the west or head end of the plot or plots.  When a double headstone is placed to mark graves one of which is unoccupied, the headstone should be placed, if possible, over the occupied grave, and centered after both graves are occupied.  This is not required where plots are 10 feet or more long.
  5. Headstones marking baby graves, cremation ashes, etc. must be lawn level unless they can be placed at the head (west) end of the plot.
  6. Headstones marking baby graves in Babyland must be set on a foundation which is lawn level and extends a minimum of four inches on each side from the headstone.  The foundation must be a minimum of three and on half inches thick.  The maximum dimensions for a foundation in Babyland are 26 inches by 18 inches.
  7. Maximum dimensions for a headstone placed on a baby grave in Babyland are 17 inches by 12 inches and the maximum height is 4 inches.
  8. Temporary markers supplied by the funeral home will be removed after 1 year from time of burial.
  9. If a headstone needs to be moved to prepare a plot for burial the family will pay an additional $50.00 to cover the work of moving the marker.

Cardston has a number of great recreational facilities. These facilities have public access times and are generally available for rental by private groups during allotted times.

Lee Creek Campground and Reunion Centre

The Lee Creek Campground is located on the banks of the Lee Creek in Cardston. The campground has 33 fully serviced RV lots (power, water, sewer), 10 partially serviced lots (power, water) and many non-serviced and group tenting sites. All sites include fire pits and picnic tables. The Reunion Centre can be booked up to two years in advance.

 

Lee Creek Valley Golf Course

The Lee Creek Valley Golf Course is an 18 hole Les Furber designed course. The course also has a driving range,  full scale practice greens and a sand bunker for your warm up needs. The clubhouse has merchandise for sale and offers basic food services.

Agridome

The Agridome provides a place for people to ride and practice timed events out of the weather. The Agridome is situated on 20 acres of land and features a heated indoor arena with a warm up area and slide track. The facility can accomodate up to 160 horses. There are also two outdoor arenas making it the perfect place for team roping and barrel racing.

 

Lions Park

Lions Park features a ball diamond and a football field and track. The football field hosts the Cardston High School Cougars, multiple time Provincial Champions. The Town owns these fields, but the Westwind School District now provides the upkeep and arranges rental times for the fields. Call 403-653-4951 or 403-653-4991 to arrange rentals.

Cardston Swimming Pool

In 2014 a large scale renovation of the pool basin was completed. The new basin now provides a six lane pool, with an attached wading pool, lazy river, and toddler pool. The pool is available for rentals, but is bookings are only accepted between May and August. Call 403-653-3982 to book the pool or for information

 

Town Square

Town Square features three ball fields, two tennis courts, washrooms, and a large playground. To book the ball fields, you can call the Town Office at 403-653-3366. 

 

Redford Park

Redford Park features two softball diamonds, washrooms, and a small playground. One of the fields has lights for playing games into the evening. To book these fields, please call 403-653-3366.

The Jim and Mary Kearl Public Library is the learning centre of our community and the place people turn to for the discovery of ideas, the joy of reading, and the power of information. Tanner Centennial Seniors Centre
