Borrowing Bylaw for Solar Panel Installation.
The Council of the Town of Cardston has been looking into installing solar panels on several Town facilities for quite some time now, and has budgeted funds to complete some of the work. Recently, the Town reviewed several quotes from different solar companies on what it would cost to install enough solar panels on the Town Civic Centre and the Ice Arena in order to zero the cost of providing power for those buildings.
One Energy Company has offered to finance the installation of the solar panels at a low rate. They will complete the installation and then bill the Town on a payment schedule, but the cost to the taxpayer will be virtually zero, as the savings on the electricity bills for the two buildings will essentially make up for the payments.
A public hearing is not required for a borrowing bylaw, but Council wishes to give their electorate an opportunity to speak to the matter should they so choose to do so.

PROPOSED BYLAW NO. 1656

Town of Cardston Council Chambers
PURSUANT to sections 251 and 258 of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26, the Council of the Town of Cardston in the Province of Alberta hereby gives notice of its intention to consider proposed Bylaw No. 1656, being a bylaw to authorize the Town to incur indebtedness through financing from an appropriate Energy Retailer for the purpose of installing solar panels on the Town of Cardston’s Civic Center and Charlie Cheeseman Memorial Ice Arena facilities.
WHEREAS The Council of the Municipality of the Town of Cardston desires to finance the installation of solar panels on the Civic Center and Charlie Cheeseman Memorial Ice Arena facilities.
THEREFORE, TAKE NOTICE THAT a public hearing to consider the proposed Bylaw No. 1656 will be held in the Town of Cardston Council Chambers at 6:00 pm. on March 28, 2017.
AND FURTHER TAKE NOTICE that anyone wishing to make a presentation regarding the proposed bylaw should contact the Municipal Administrator no later than 4:00 pm. on March 24, 2017. Both written and verbal presentations may be given at the public hearing.
A copy of the proposed bylaw may be inspected at the Town of Cardston municipal office during normal business hours.
