Request for Proposal (RFP) Electrical System PLT Contract

INTRODUCTION
The Town of Cardston (Town) owns and operates the electrical distribution system within the Town limits. The Town has recently experienced some staff turnover and currently has one full time permanent lineman on staff where we have traditionally had three. Because of this transition it has been determined by the Town Council that now is the time to investigate alternative service delivery methods for the distribution system, including, but not limited to engaging a contracted service for the operations and maintenance of the system. The exact outcome of this process is uncertain, meaning that there are many possible “correct” choices that can be made with respect to the system. These choices include, but are not limited to, status quo, fully contracted services, or a hybrid of the two. This RFP process serves as a key piece of investigating the best method of system operation for the Town.
